Yes like Jaap said, I think you might be entering a bad password on boot.  Please be sure you have the absolute latest version first, as we definitely had a bug in that password box up to yesterday!  So after you boot you can type 'walletpassphrase pass 9999' and see if you are typing the correct passphrase.  Then reboot, type it in, and you should not be receiving the getmininginfo errors.  I tested last night and Jaap tested, working for us now.

Since your RAC, Team, and Weights are good: your good.  The client generally uses the 7 day magnitude figure.  The 1 day mag just means you were not in the last superblock, (see last superblock payment), and thats rare, but its because the testnet sancs cant vote on a contract until we get the protocol upgrade disseminated.

You can always do the former, without the force=true, unless you are moving an already associated CPID to a new wallet.

Besides, if that happens it will throw the error "ALREADY_IN_CHAIN", then you can do force=true.

For 50% of your coins to be staked once every ~12 hours.  The default in the wallet is 10% of the coins.
