Title: Add Proposals UI to Biblepay

Add the ability to View a list of active proposals in a grid view from QT.
Add ability to right click a context sensitive menu and Vote on a proposal, chart a proposal, or view a proposal.
The Chart Proposal should show a pie chart with voting metrics.

This was programmed by Bhavani.

This commit took 65 hours @ $35.00 an hour = $2275 = 2275/.002472 =  920307.47 bbp
