Is the support of the AES instruction set on the processor a prerequisite to be able to run the miner?

I read that with xmrig and randomx, the machine must have AES-NI to be efficient (otherwise its going to mine very slowly using software AES).

AES is an encryption algo that has been in software until recently, and now since its so popular its being included in processors.
